Wanted: Cycle for an adult teenage boy with autism

Looking for an adult cycle with road tyres for the daily commute as he has autism and little money. He is 19 and needs the cycle to get him to work at the weekends and to college during the week. His old second hand Chinese one has rusted away. He can do basic maintenance but it should have good brakes and tyres please. He is 5' 8" tall.
