Broken Toshiba flatscreen 32" TV and wall bracket

I had rather embarrasingly tried to sell this on the behalf of someone else who has just moved. It was working the night before the move - but not now! What happens is that the red light comes on, then the green light, but after about 10 secs. it goes off again. Different sockets produce the same symptoms and holding the switch down for 1 min. as suggested on forums doesn't make any difference either. I have watched utube videos on possible repair but I have neither the tools or knowledge to do this. Does anyone have the skills to want to give it a try for repair before it heads to the tip? Model no. is 32WL LT66
